Terms & Conditions
These terms govern access to and use of the BidToday platform. By creating an account or otherwise using the platform, you agree to be bound by them.
Parties & Acceptance
The platform is provided by [TO BE PROVIDED: registered company name], a company registered in the State of Qatar under commercial registration [TO BE PROVIDED: Qatar CR number], with its registered office at [TO BE PROVIDED: registered address] ("we", "us", "our").
"You" means the individual or entity accessing the platform. If you are using the platform on behalf of a company, you confirm that you are authorised to accept these terms on its behalf.
The Platform & Services
BidToday provides a searchable interface to Qatari public procurement data, together with analysis derived from it. The platform includes:
- Search across awarded, published and planned tenders
- Profiles of government buying entities and of bidding companies
- Derived measures including win rates, competition levels and price estimates
- Optional bid preparation services, provided under a separate agreement
We may add, modify or withdraw features. Where a change materially reduces functionality you rely on, we will give reasonable notice.
Accounts & Security
- An account is required. Information given at registration must be accurate and kept up to date.
- One account is permitted per email address and per mobile number, both verified at registration.
- Accounts are personal. Credentials must not be shared or transferred.
- You must notify us promptly at info@bidtoday.ai if you believe your account has been accessed without authorisation.
- You are responsible for all activity conducted through your account.
Source of Tender Data
Tender data displayed on the platform originates from the Qatar Ministry of Finance Monaqasat portal. BidToday is an independent platform. It is not affiliated with, endorsed by, or acting on behalf of the Ministry of Finance.
We assert no ownership over the underlying public procurement records, and nothing in these terms grants you any right in that material. Rights in it remain with their owner, and your use of it is a matter for you.
Acceptable Use
The platform may be used to research tenders, buying entities and competitors for your own business purposes. You must not:
- Scrape, crawl, harvest or otherwise extract the platform or its contents by automated means
- Resell, redistribute, sublicense or republish data or analysis obtained through the platform
- Share an account, or provide access to any person who does not hold their own
- Circumvent rate limits, usage allowances, authentication or any other technical control
- Probe, scan or test the platform's security without our prior written consent
- Submit false or misleading information, whether at registration or thereafter
- Use the platform in a manner that interferes with its operation or with other users
- Use the platform for any unlawful purpose
We operate automated abuse detection and may suspend an account that breaches this clause.
Intellectual Property
The platform, including its software, interface, design, database structure and the analysis it produces, is our property or that of our licensors. The derived measures we calculate, including win rates, competition scores, price estimates and rankings, are our work.
Subject to clause 5 and for so long as your account remains in good standing, we grant you a limited, non-exclusive, non-transferable, revocable licence to use those materials for your own internal business purposes. No ownership passes to you, and the licence ends when your account does.
Clause 4 governs the underlying tender records, which are not ours to license.
Accuracy and Reliance
The platform is a research tool, not a source of record. Any figure that will inform a bid, a contract or another commercial decision should be verified against the official Monaqasat portal before you rely on it.
We take reasonable care with the data but do not warrant its accuracy, completeness or currency. Records are obtained from a third-party source outside our control, which may amend or withdraw material at any time, and certain fields are incomplete in the public record.
Measures calculated by us constitute analysis, not statements of fact. Nothing on the platform is financial, legal or procurement advice, and we do not warrant that use of the platform will result in a successful tender.
Bid Preparation Services
Where you engage us to assist with a tender submission, that engagement is governed by a separate written agreement setting out scope, fees and timelines. We give no guarantee as to outcome. You remain responsible for the content of any submission made in your name and for the accuracy of information you supply to us.
Fees
Access is presently provided free of charge, subject to usage allowances that apply to free accounts. If paid plans are introduced, we will give notice before any charge applies to your account, and you may decline and continue on the free tier or discontinue use.
Service Availability
We aim to keep the platform available but do not commit to any particular level of uptime. Access may be interrupted for maintenance, for changes to the platform, or by circumstances outside our control, including the availability of the source portal from which tender data is obtained.
No service level agreement applies unless separately agreed in writing.
Suspension & Termination
You may stop using the platform and request closure of your account at any time by writing to info@bidtoday.ai.
We may suspend or close an account that breaches these terms, that is used to abuse the platform, or where we are required to do so by law. Where circumstances permit, we will give reasons and, for a remediable breach, an opportunity to remedy it.
Clauses 4, 6, 7, 12 and 14 survive termination.
Limitation of Liability
To the fullest extent permitted by law, we shall not be liable for indirect, incidental or consequential loss; for loss of profit, revenue, business or anticipated savings; for loss arising from a bid submitted or not submitted; or for loss arising from inaccuracy in data originating from the public record.
Nothing in these terms excludes or limits liability that cannot lawfully be excluded or limited.
Changes to These Terms
We may amend these terms. Where an amendment is material, the revised terms will be published on this page and the date above updated. Continued use of the platform after publication constitutes acceptance. If you do not accept a revision, you should stop using the platform and may close your account.
Governing Law & Disputes
These terms, and any dispute arising out of or in connection with them, are governed by the laws of the State of Qatar. The competent courts of the State of Qatar have exclusive jurisdiction.
